Federal Agency Seeks $6.6 Billion In Outsourcing Deals

The Defense Intelligence Agency is moving forward with plans to spend up to $6.6 billion over five years on new information technology outsourcing contracts, on Tuesday issuing a request for proposal that covers development, deployment and management of various Department of Defense systems between now and 2015.

The contracts, which will go to about eight vendors in total, will consolidate a larger number of existing contract vehicles into one, and will cost the DoD up to $1.32 billion annually. That might seem like a hefty fee, but by consolidating these contracts, the DIA said in a press release, the agency aims to make its IT acquisition processes simpler and more efficient.

IT gets ready for the recovery

Anne Agee, vice provost for information technology and CIO at the University of Massachusetts Boston, is in a position that many IT managers find themselves these days, coping with the ongoing effects of a grinding recession while simultaneously being asked to get ready for a recovery. She is preparing for a cut to her IT budget that could be as high as 9% for the next fiscal year. On the other, she is bracing for a boom in business.

She is already renegotiating vendor contracts, to reduce the risk of having to cut staff if she does have to whack her budget. Another hedge would be to close labs on weekends and slow certain technology purchases.

With revenues crushed at many companies, even IT managers who avoided outsourcing in the past are being forced to consider anew whether there are non-essential services they can outsource.

Firms can cut software test times by 25pc

Irish companies can cut their software test costs by 25pc or more through outsourcing this function, a new report by Sogeti has revealed.

“Despite the enormous potential benefits, relatively few Irish organisations currently outsource the testing of existing or new software applications,” commented Daithi Holden, director of Test & Operations, Sogeti Ireland.

According to a survey of IT leaders conducted by Forrester, only 16pc of organisations currently outsource software testing, while 17pc will outsource to a third party in the next 12 months. Some 29pc are considering using a third party for this service, but a significant 39pc declare that they will not.

Forrester believes that the outsourced testing market is poised for rapid growth, with outsourced growth rates for testing services running at 50pc annually or higher in some cases.

“With IT spending under constant pressure and many CIOs increasingly facing budget freezes or cuts, outsourcing software testing can reduce the cost of internal resources required for testing and free these resources to add value elsewhere in the IT organisation,” the Sogeti report points out.

The report also highlights the dangers of poor software testing. “A single application failure at a crucial point in a process or transaction can be both expensive and complex to repair, as well as costing businesses millions in lost sales, customer goodwill and reputation,” it said.
